(NEWS10) -- A new exhibit at the Albany Institute of History & Art opens to the public Wednesday, featuring the items that were inside the time capsule found underneath the statue of Philip Schuyler when it was removed from in front of Albany City Hall earlier this year. NORTH ELBA, N.Y. (NEWS10) -- A 16-year-old and 13-year-old were rescued by Department of Environmental Conservation (DEC) Forest Rangers after setting off on a run on the McKenzie Mountain Trail in North Elba in Essex County on Saturday. According to the DEC, the teens lost track of time running on the flatter stretch of the McKenzie Mountain Trail. The only lights they had were their cell phones, which were running low on battery. ST. LOUIS COUNTY, Mo. - A second suspect is charged Wednesday morning in connection with the shocking murder of a Clayton resident last month. Wednesday morning, that second suspect is still on the loose.Officials with the St. Louis County Prosecuting Attorney's Office issued the additional charges against that second suspect. The first suspect already charged in the case, Trenell Johnson, remains behind bars. The second suspect, still at large, is 18-year-old Darrion Johnson. He is charged with second-degree murder and armed criminal action.A $500,000 cash-only bond has been set for him. Clayton police told FOX 2 that so far there have been no sightings of Johnson. LOUIS COUNTY, Mo. - St. Louis County has been dealing with a major budget deficit that's been eroding the reserve funds for quite some time.St. Louis County Council members have unveiled a proposal to tackle the county's projected $27 million budget deficit. The council has put forth a plan to cut $14 million, targeting various county offices and departments.Let's take a closer look at the specifics:The legislation would cut the budgets of five key offices by 10%. Reductions from the County Executive's Office, the County Counselor's Office, the Department of Revenue, the Department of Administration, and the Public Administrator's Office would save nearly $4 million. There would be a 5% reduction in the prosecuting attorney's office and public works department budgets.The council is also proposing a restriction on the purchase of new vehicles for the office. LOUIS - A candidate for the top election official position in Missouri wants to mandate hand-counted ballots.FOX 2's partners at the St. Louis Post-Dispatch reported that State Senator Denny Hoskins of Warrensburg filed a bill for the 2024 legislative session to do so.A 2022 law made paper ballots the official ballots of the state but still allowed them to be fed into a machine to be counted. The Hoskins proposal would repeal that law, which could result in an election taking weeks or months to determine.
